EGL9.2: User Can’t View Attachments When Page is Set To Display Only. (Doc ID 1940123.1)

User A enters a transfer template with an attachment.  User B who is the approver has read-only access to the Enter Transfer Template page.  When clicking on the transfer template from the Approve Transfer Template page, all of the fields on Enter Transfer Template page are greyed out, including the file name link for the attachment. 

Approver should be able to view the attachment.

Replication STEPS
The issue can be reproduced at will with the following steps:

1. Set up security for approver VP2 so that they only have read-access to the Enter Transfer Template page. 
2. Sign on as VP1, enter a transfer template with an attachment. 
3. Sign on as VP2. 
4. Go to the Approve Transfer Template page, and click on the transfer template to view details.
