E-PORTAL: Pagelet Links Fail If Custom Portal Does Not Exist In Content Provider

If a custom Portal is used in Interaction Hub (Enterprise Portal), but the custom Portal does not exist in the Content Provider database, then some pagelets and their links will fail and kick the user out.
As an example, one customer had the "View Paycheck" and "Training Summary" pagelets in Interaction Hub. In the delivered "EMPLOYEE" portal, the pagelets and the links in the pagelets all work correctly. In their custom "EXT" portal, both pagelet links fail. When a user clicks on either link, they are kicked out of PeopleSoft. The error on the screen says:
