E-UPG: Change Assistant wizard to create Job for PeopleTools ONLY Upgrade from 8.49 to 8.54 fails with Java.Exception error (Doc ID 1941325.1)

Symptoms

Performing PeopleTools Only upgrade from 8.49 to 8.54. While creating the Change Assistant Job to run the upgrade, the following error is returned by the wizard that creates the Job based on Upgrade template

STEPS
---------------
The issue can be reproduced with the following steps:
1. Open Change Assistant

2. Configure CA to perform a PeopleTools only upgrade from 8.49 to 8.54

3. Import template UPDPTU854.ZIP

4. Run the wizard to create the Upgrade Job
