Search/Match Setup Within Transaction Setup Will Not Allow Person As A Search Type

When setting up a Transaction in Constituent Transaction Management > Transaction Setup, the Search/Match type defaults to Organization when it should be Person. This field may not be edited and, therefore, cannot be changed by the user.
The issue can be reproduced with the following steps:
1. Create a new CTM Transaction or open an existing CTM transaction where the Search/Match type should be Person. Notice it is set to Organization.
