When running encumbrance process, encountered with error message CHECK PS_ENCUMB_DFLT_TBL.

Inital pass of HCM 9.0 to 9.2 upgrade. On step 6-15 running encumbrance process. Running HP_RUN_CNTL_ENC process.The app engine and the cobol (PSPENANN) goes to success in process monitor. But the log messages indicates that we should look at PS_ENCUMB_MSG for errors. The messages states CHECK PS_ENCUMB_DFLT_TBL message when running PSPENANN.
