Error Received: 'Invalid Unit of Measure on Line 1. (18036, 1108)' when Creating an epro Requisition with an Express Requisition Item (Doc ID 1945195.1)

Symptoms

When attempting to create an epro requisition where the first item added on the Catalog page and with a Unit of Measure = EA.  When the second item is added on the Express Requisition page and its Unit of Measure is CAN, EA UOM is defaulted in and eventually, the following error occurs.

ERROR:   Invalid Unit of Measure on Line 1. (18036, 1108)



The issue can be reproduced at will with the following steps:
1. Identify 2 items to be used in the test. The first item will have UOM = EA and an Item Vendor defined. The second item will have UOM = CAN and no Item Vendor defined.
2. Create an epro requisition.
3. Add the first item via the Catalog.
4. Click on the Forms tab, then the Express Requisition. Add the second item. When you tab from the Item ID field, the UOM is automatically defaulted incorrectly. It happens to equal the UOM of the first item.
When you click OK, the error message is displayed. Invalid Unit of Measure on Line 1. (18036, 1108)

The issue has the following business impact:
Due to this issue, users cannot add the second item without getting the error message
