E-FTP: Retain Unicode Characters In Filenames When Attaching To PeopleSoft Email Via FTP (Doc ID 1947056.1)

When emailing FTP attachments that are named using unicode characters, the email fails.
After a file is placed on server using FTP, it is then attached to an email which fails when attempting to send on PSNT server. Unix server emails the file successfully but the filename is scrambled in jibberish characters.
Would expect that the files would send successfully in the email process and arrive with the filename in tact.
The issue can be reproduced with the following steps:
1. Place file with unicode characters on server using FTP
2. Browsing to file in OS X shows the file name correctly formatted. Browsing in Windows, the filenames are not formatted correctly.
3. File is attached to an email and sent
4. The email arrives with the attachment name formatted incorrectly
