ACTUAL BEHAVIOR
---------------
Accented characters contained in words in Notification emails are incomplete.

EXPECTED BEHAVIOR
-----------------------
Would expect that the words with accented characters would display correctly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Initiate workflow process that involves notification.
2. Approver receives the email
3. Words with accented characters in the body of the text are missing letters.
4. The attachment name can also contain garbled characters, rather than the language text.
