E-FTP: Receiving error "DoPurgeOrphans (error): no row found in last purge datetime table" on PT 8.54

Symptoms
Issue statement:
-------------------------------
User gets kicked out when trying to view or upload file attachment. The session ends and the user receives a new tab stating: "An error has occurred".
Tools version:
--------------------
PT 8.54
Steps:
---------
1) Signon to the PIA
2) Navigate to People Tools>Utilities>Debug>People Tools Test Utilities page
3) Try to add and then view a file.
4) The session ends.
This can also be reproduced using a FTP server
When running a PeopleCode and SQl trace the following error will appear inside the trace:
