Budget check process in 9.2 uses Call Appengine function rather than running on Process Scheduler as in 9.0. This is causing several performance issues.

In current 9.0 production, FS_BP is run 800 - 1000 times per day with a dedicated Process Scheduler server for handling such volume. Since the code change in 9.2 to call appengine, this is causing several locks and online
processes running over several minutes.

Similar issue - Budget check runs for 2 hours or more when done online for Payroll transactions.
