Users are not able to reopen a 300 line cancelled requisition

The issue can be reproduced at will with the following steps:
1. From Manage requisitions page try to open a canceled requisition that contains 300+ lines

The issue has the following business impact:
Due to this issue, users cannot open canceled requisitions.
