When trying to add a record to the Personnel Administration window>Job Data >Contract Administration>Defin Templates SPEE (ESP) we get the error I have uploaded. It occurs in all cases.

GetField: Field 'FILE_ATTACH_WRK.ATTACHADD' not found in scroll level 0. (2,155) CNT_TEMPLATE_ESP.GBL.CNT_TEMPLT_ESP.RowInit PCPC:319 Statement:8

The specified field was not found in the indicated scroll level. This may occur with various PeopleCode built-in functions that specify a "scroll context" via a series of records and a field name.

Review the PeopleCode that is generating the message and the page definition and correct as appropriate.

The issue can be reproduced at will with the following steps:
1. Navigate to Workforce Administration-> Job Information-> Contract Administration-> Define SPEE Templates ESP
2. Click on Add
3. Enter a SPEE Template ID
4. Got the error

The issue has the following business impact:
Due to this issue, users cannot define templates for contract, hence the contracts cannot be associated to an employees.
