EAP: If perform 'Field Replace' action from Voucher Mass Maintenance, Vouchers are not available after Voucher Build (Doc ID 1950241.1)

Symptoms

Incomplete Vouchers (Vouchers saved with Save for Later button, VCHR_DRAFT_FLG = Y) that are updated through Voucher Mass Maintenance (ENTRY_STATUS = M) using 'Field Replace' are not getting picked up by Voucher Build.

STEPS
1.  Create a Voucher with Save For Later
2.  Voucher is created in Recycle Status
3.  Update the Voucher created above through Voucher Mass Maintenance using the Field Replace action
4.  Run Voucher Build
5.  Voucher is available in the PS_VOUCHER table but Voucher is not available through the Regular Voucher Entry component -- Voucher Build still shows the Voucher available to run through Voucher Build
