E-SEC: 8.5x OPRIDs with Apostrophes Should not be Allowed to be Created (Doc ID 1952474.1)

Symptoms

There are many known issues where OPRID that contains Apostrophe cause problems: 

For Ex: E-SQR: User IDs That Contain Apostrophes Cause SQRs To Fail. (Doc ID 1575843.1)

For these reasons OPRIDs can not be created via the User Profile with an apostrophe, however in some scenarios these users are still created and saved in the system.
