E-BIP/XMLP: Hyperlinks With Special Characters ( e.g. # hash) Are Not Correct In PDF Output Generated By BI Publisher (Doc ID 1953270.1)

Goal

When inserting a hyperlink which contains '#' (hash) character with the following URL:
http://docs.oracle.com/cd/E28280_01/bi.1111/e22254/create_rtf_tmpl.htm#hperlinks

then, use BI Publisher to generate the PDF from the template the URL within the PDF is incorrect as the # symbol is replaced by something else.

This is what it is showing when the user hovers over the hyperlink in the PDF document:

http://docs.oracle.com/cd/E28280_01/bi.1111/e22254/create_rtf_tmpl.htm" \l "hyperlinks

And if the user clicks on the link it attempts to open the following in the browser:

http://docs.oracle.com/cd/E28280_01/bi.1111/e22254/create_rtf_tmpl.htm%22%20%5Cl%20%22hperlinks

Which displays an invalid page as the link is not valid.
