In any foreign language other than English, during Approval Process Setup, the Description and Definition columns are not holding the new position when lines are re-sorted and the data is saved.

Steps to recreate the issue:

A multi-language environment is required.

1. Create a multi-step Approval Process set up, one instance logged in English and the other in any foreign language.
2. Re-order the steps in each instance and save.
3. Exit the Approval Process Set Up page and bring it back up.
4. In the foreign language instance, the Description fields revert to their original position.
