E-IB: Clarifications on Endpoint URLs in Provide Web Service Wizard "View WSDL" Page and Effects of Checkbox "Use Secure Target Location"

Goal
On PeopleTools 8.5x, in the Provide Web Service Wizard, when clicking "View WSDL" on the Step 3 of 4, the WSDL content that is presented as a result, the endpoint value, instead of the expected URL to match either the Target Location or Secure Target Location value from the Service Configuration page, shows a dummy value like "http://ORACLE*ENDPOINT".
The only difference depends on the "Use Secure Target Location" box value used on the preceding Step 2 of 4:
- if that box has been left unchecked, the value is "http://ORACLE_ENDPOINT"
- if it has been checked, the value is "http://ORACLE_SECURE_ENDPOINT".
Why the expected URL is not placed into the WSDL, do those dummy values indicate a product defect or some missing or incorrect setup?
Also even when "Use Secure Target Location" is selected the protocol prefix of the dummy value is "http://", not "https://", is this a bug?
And finally, in an environment where only https access is available, even when the "Use Secure Target Location" box is left unchecked on Step 2 of Provide Web Service Wizard, the WSDL still can be retrieved and the web services called only via the secure https URL, why is it so, does "Use Secure Target Location" box have no effect on that?
