The Application Designer "Tools > Copy Project" menu is disabled if the user only has Read-Only access for "Upgrade" at the source DB.
However, in PeopleBooks, under section 'Setting PeopleTools Permissions' and subsection 'Tools Permissions':
The chart there confirms users should to be able to copy projects directly from one database to another, if there is Read-Only Access for Upgrade at the source DB, and Full Access for Upgrade at the target DB. So the Tools Copy Project menu should be enabled when the user has Read-Only access for Upgrade at the source DB.
1. In source DB, setup a new permission list that allows user to have App Designer access, along with Full Permissions to all definitions, but 'Read-Only' for Upgrade. Assign the permission list to a new user.
2. In target DB, setup a new permission list that allows user to have App Designer access, along with Full Permissions to all definitions, but 'Full Access' for Upgrade. Assign the permission list to the same new user.
3. Login to App Designer to Source DB with the user above
4. Tools > Copy Project > To Database feature is disabled
