EGL9.2: Unable To Update Child Commitment Control (KK) Budget Definition With New Tree Nodes - Parent tree node not found for child ruleset value "XXXXXX" (18021,950) (Doc ID 1955033.1)

Symptoms

On : 9.2 PUM 8, Tools 8.53.09, Commitment Control (KK) Budget Definition

Unable to update child commitment control budget definition with new tree nodes

After adding new tree node to newly effective-dated tree and inserting newly effective-dated row in to existing Parent and Child budget defintions with newly effective-dated tree, not able to add new tree node to Child budget definition. Getting error message -

Parent tree node not found for child ruleset value "XXXXXX" (18021,950)

The issue can be reproduced at will with the following steps:
1. Existing parent & child budget definitions effective-dated 1/1/1900,
    linked to existing Dept 'spring' tree effective-dated 1/1/1900,
    Dept tree has upper level Division, lower level Dept,
    parent linked to tree at upper level Division,
    child linked to tree at lower level Dept
2. Copy existing Dept 'spring' tree to new Dept tree effective-dated 1/1/2013,
    insert new node (B) at lower level Dept
3. Insert newly effective-dated rows to both Parent and Child budget definitions, effective-dated 1/1/2014
4. Try to add new node (B) to child in Ruleset Chartfield tab, get error message:
    Parent tree node not found for child ruleset value "XXXXXX" (18021,950)

Due to this issue, users cannot add a newly effective-dated Dept to the child budget definition.
