SCC_SUBMITCONST Service is not Linking EMPLID to Newly Created User Profile

Symptoms

ISSUE STATEMENT
---------------
Developing a website using PeopleSoft Enrollment Web Services (EWS), where new students will be allowed to create a PS User Profile and then enroll into courses. When attempting to execute the SSR_STUDENT_ENROLLMENT_OPTIONS web service, errors are returned because the newly created EMPLID is not associated to the newly created User Profile.

a. (14200,557) StudentEnrollmentOptionRequest - EMPLID(SSR_ENRL_REQ.EMPLID) Invalid value - Check and try again
b. (14200,557) StudentEnrollmentOptionRequest - STRM(SSR_ENRL_REQ.STRM) Invalid value - Check and try again, and,
c. (14690,531) You do not have access to enrollment at this time.
 
 
STEPS
---------------
The issue can be reproduced with the following steps:
 1) Created a new User-Profile (e.g. USERID = “SSS_005”) with only “User Name” & “Password/Confirm-Password” using Web-Service: [SCC_USERREG_CREATEACCT], and, as a result a Temporary ID has been created (e.g. SCC_TEMP_ID = “112222”),
2) Then used the Web-Service: [SCC_SUBMITCONST] with Bio-Demo (Name & Email Address), and, as a result an EMPLID has been created (e.g. EMPLID = “0285555”),
Note: Although this Web-Service creates an EMPLID for the User-Profile,  the EMPLID field on the Record: [PSORPDEFN] for the OPRID (e.g. KUMS_005) is empty.
3) We have ensured that the student meets the following as detailed in the “EWS User’s Guide”:
a. Student is term activated and eligible to enroll,
b. Student is not withdrawn or cancelled, and,
c. Student has an active program for the term.
4) Now when we try to consume the Web-Service: [SSR_STUDENT_ENROLLMENT_OPTIONS], we are getting the following errors:
a. (14200,557) StudentEnrollmentOptionRequest - EMPLID(SSR_ENRL_REQ.EMPLID) Invalid value - Check and try again
b. (14200,557) StudentEnrollmentOptionRequest - STRM(SSR_ENRL_REQ.STRM) Invalid value - Check and try again, and,
c. (14690,531) You do not have access to enrollment at this time.
