Request Dependent National ID Validation On eBenefits To ensure that Multiple Dependents Cannot Be Added By An Employee

Employees are able to add multiple dependents with the same name and National ID (SSN) on employee self service resulting in duplicate dependents.  It is expected that dependents entered through eBenefits are validated against existing Dependents for the same employee to prevent duplicates.

The issue can be reproduced at will with the following steps:
1. Add two dependents through eBenefits with the same SSN

No errors are generated.
