When there is no incumbent for a position, the job data link is still enabled, and it redirects users to the job data search page with no smooth return to the job data component which the user originally navigated to.
1. Add/Update Position Info > Budget and Incumbents tab: When there is no incumbent, job data link is still enabled, even when there is no job data to redirect to.
2. When you click on the job data link, it redirects you to job data search page: From this search page, there is no return link to come back to the position info component
3. Users should not be taken to the job data search page because there is no incumbent job data to look at. Redirecting to search page is not the function of the link. Normally, if you have an incumbent, you are taken to the job data for that specific incumbent via the link, and you are allowed to come back to the position data component when you hit `Cancel¿ on the redirected job data pages.
