PC Budget Detail Page Column Headings Misaligned on Internet Explorer (Doc ID 1956646.1)

After upgrading PeopleTools from  version 8.50 to 8.53.11, the budget detail page displays data incorrectly.  The grid appears to be corrupted in that the columns are shifted left and a monthly amount appears under the wrong month. This happens with Internet Explorer 9 but not with Firefox.

Columns should be displayed correctly so that data is entered and displayed in the months expected.

The issue can be reproduced at will with the following steps:
1) Create a project with an activity.
2) Create a cost budget plan with 12 periods or more.
3) Add a budget item to the plan with an amount.
4) Distribute the amount and then spread it over the 12 periods.

Once the spread is done on the budget detail page, the column headings on the grid align incorrectly because the Spread heading is too small and all headings to the right shift too far left.

This issue could lead to users updating budget amounts for the wrong periods.
