Trying to add new nodes onto ITEMS tree can't find item categories
Replication Steps
Method 1 - Via the Item Category Page (limited success)
A - Create a new Category
B - Update Catalog from the Item Category page
Validate that the category exists by rechecking search
NOTE: Not all the categories were available to append to.

 Method 2: Via the Tree Manager

A - Create a new category
B - Do NOT append in Items (select NO)
C - Validate that the category exists by rechecking search
D - Navigate to Tree Manager,. Select Items tree to modify
E - Select the root or a node and click the Inset Child icon to add our new
F - Click the magnifying glass to select a category - No categories found.
This is customer reported issue.
G - Click the Look Up button to verify
H - Validate by manual look up - no match found
