City Field On Edit Address Page Displays "Invalid Value" for Brazilian Cities, No Data in CITY_CODE_BRA

Symptoms
When entering an address for the country of Brazil, after entering a state value, user attempts to enter the city and gets the error:
City field on Edit Address page displays:
Invalid value -- press the prompt button or hyperlink for a list of valid values (15,11)
The value entered in the field does not match one of the allowable values. You can see the allowable values by pressing the Prompt button or hyperlink.
But, pressing the prompt button shows no values.
When user navigates to Set Up HRMS > Product Related > Workforce Administration > City Codes BRA they find that there is no data.
STEPS

The issue can be reproduced at will with the following steps:
1. Go to Campus Community - Add/Update a Person (Student)
2. In the address box enter the country value for Brazil then click on the edit address
3. Enter a state value, then attempt to type in the city and gets the error:
As a result, users cannot add or update Brazilian Addresses.
Changes
HRMS Human Resources Bundle #25 delivered changes to Brazilian Address formatting to comply with Regional requirements. This change is documented in Bug 17963555 ENHANCEMENT: ESOCIAL FIELDS IN PERSONAL INFORMATION BRAZIL Brazilian Address and Personal information pages were updated to follow eSocial requirements.
As a result, the Brazil City field prompts values from CODE_CITY_BRA when adding a Brazilian Address.
