E-PORTAL: Stylesheet Conflict When Using Different Styles Between Portal and Content Provider

When Portal and Content Provider have two different stylesheets, the Portal Style is being picked up when it should not be. Also, 'New Window' is changing the diplay of the header when doing it from the Content Provider page.
It is expected that the Content Provider retain the style chosen for that database. Also, the 'New Window' should not corrupt the Portal header.
The issue can be reproduced with the following steps:
1. Change the style of the Content Provider database to a different style than the Portal environment. Navigate to PeopleTools -> Portal -> Branding -> Branding System Options
2. Notice in the Content Provider database that any pop-up messages retain the style chosen for the environment
3. Navigate to the same page through the Portal, and when the pop-up message appears, it will show the style of the Portal environment
4. Click "New Window" and it will show that the Portal header gets distorted.
