EMM: Error Clicking On Submit For Posting Button On Work Order Task Elapsed Time Entry

Symptoms
When checking the Expenses module at the installation level without a license for the full Expenses module, the customer is receiving the following error when Clicking on the Submit for Posting button: "You are not authorized to access this component. (40,20)".
The customer has not installed the Expenses module. They do not have a license for it. But MM delivers functionality within the Expenses module for tracking time sheets when a customer does not have the full Expenses module installed. In order to use this limited access to the Expenses functionality, the customer has created BUs and profiles within the Expenses module. There are also interfaces within the GL module that are affected by this limited access to Expenses functionality.
This error is occurring after applying bundles 28-30 to the 9.1 release.
