How to resolve PUM "Could Not Open Registry." On Latest PI10 For HCM 9.2 IMAGE?

Installed HRMS9.2 PUM 010 and when I try to get into the WEB - I get the signin page sign in with PS/PS and get a screen that states 'Could not open registry"
