Receive Message on Req Settings Page after entering or changing the Ship To ID

On the Req Settings page, after the user enters the ship to ID and tabs out of the field, they get this message
Shipping address country and default Ship To country USA are not same. (18036,10731)

Shipping address country and default Ship To country are not same. Clear the existing Shipping Address?


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Begin creating a new eProcurement requisition
2. Click the 'Requisition Settings' link
3. Update the Ship To field and tab out
