TL9.x: Reported Status Blank When Absence Event Is Submitted Without Submitting the Hours on the Timesheet Grid

Information in this document applies to any platform.
Issue in Timesheet when below steps are followed.
1) Make time entry for an employee for a particular day with a Regular TRC code (do not submit it)
2) For another day in same week create an Absence event through "Absence Event " link in Timesheet and then submit the timesheet.
3) The Reported Status for the Regular TRC code in TL_RPTD_TIME table is blank instead of SB.
Due to this, time submitted is not picked up for Payroll processing.
Our Production system is on PeopleSoft HRMS 9.1
