REOPEN OF PO WITH PARTIAL VOUCHER RESULTS IN INCORRECT ENTRY EVENT ENTRIES (Doc ID 1963242.1)

Symptoms

If PO has been partially vouchered and then closed, reopening the PO in subsequent accounting period should result in reversal and restate of POPOST entries, but actually only results in restate of POPOST.

This was discovered after applying Bug 18955392 which is delivered in FMS FINANCIALS 9.0 BUNDLE #47.

STEPS

The issue can be reproduced at will with the following steps:
1. Enter a PO with current year funding for $100, budget check and entry event (creates a POPOST for $100).
2. Enter a Voucher based on the PO for $80, budget check and entry event the PO (creates a POREVERSAL for $80).
3. In the next period, close the PO, budget check and entry event (creates a POCLOSE for $20).
4. In the next period, re-open the PO, budget check and entry event (creates a reversal of the POCLOSE for $20 and restates the POPOST).

The issue is in step 4, entry events restates the POPOST, but should reverse AND restate the POPOST.  If the voucher is not present, then it works correctly.
