E-SEC: The RevalidatePassword Function is Failing Because of Incorrect OPRID (Doc ID 1963522.1)

Symptoms

On PT 8.54

In HCM when navigating to Self Service > Payroll and Compensation > W4 Tax Information and hitting the submit button (RevalidatePassword function) the password revalidation is failing because it returns  the incorrect OPRID.

This doesn't happen consistently but will occasionally fail.  In the appserv logs we can see an error showing that it was trying to use the incorrect userid and we see an error "Invalid User ID, or you typed the wrong password.  User ID and Password are required and case-sensitive.  Make sure you're typing in the correct upper and lower case." and error " CAuthorizer error.  User ID not provided".

It appears that the %SignonUserid is pulling the OPRID of the last person to use that specific PSAPPSRV process to authenticate instead of the OPRID associated with the session requesting the revalidation.  

This is new to PT 8.53 or 8.54 because it was not happening on 8.52.

ERROR

CAuthorizer error.  User ID not provided.

BUSINESS IMPACT

Due to this issue, users cannot submit changes to the W4 Tax Information page consistently
