E-PIA: Cannot Login to PIA After Applying Patch 8.54.07 For MS SQL Server, DB2 ZOS, Sybase Database Platforms

Information in this document applies to any platform.
Issue is specific to the 8.54.07 patch, and the Microsoft SQL Server, DB2 on ZOS and Sybase database platform.
After applying patch 8.54.07, end users can no longer login to PIA (4-tier) into the PeopleSoft application. Again, the issue is specific to Microsoft SQL Server, DB2 ZOS and Sybase database platform environments.

One also sees MONITORSRV being restarted over and over, but the APPSRV only restarts when users try to login to PIA.
Note that the problem does not affect PUM, as there are no images delivered on 8.54.07.
