Cannot Cancel Requisition on Manage Requisitions Page Before Budget Checking Requisition to Valid Status (Doc ID 1965011.1)

ACTUAL BEHAVIOR

Cancel Requisition option no longer available.

After implementing Bundle 47, Cancel Requisition option is no longer on the Manage Requisition page when budget status is "Not Checked". Users are no longer able to cancel requisitions unless budget status is "Valid"

EXPECTED BEHAVIOR

Prior to Bundle 47, users could cancel requisitions before Valid budget status.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add a new ePro req and approve but do not budget check
2. Go to Manage Requsitions and select the drop down menu. See that Cancel Requsition option is not available.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot cancel requisitions unless they first budget check.  It is completely valid to have an Open or Denied requisition and it not yet be budget checked and needs to be canceled.  In addition, it is still possible to cancel an open or denied requisition through the Reconciliation workbench. This is not an acceptable workaround because this functionality is only available to a select few on the support staff.  The regular user can't access the Recon Workbench.
