Symptoms

Payment Post (AP_PSTPYMNT) creates Rounding Suspense (RSA) Accounting Entry instead of Realized Gain/Loss (RXG/RXL)

STEPS:
1) Create a Voucher for a Business Unit with Base Currency USD. Transaction Currency on Voucher is MXN
2) The Payment Currency on the Voucher is USD
3) Post the Voucher
4) Change the Market Rate between MXN and USD
5) Create Payment with Payment Date such that a different market rate than Voucher Post is used
6) Post the Payment

RSA entry is generated instead of RXG/RXL
