Employee Address State Change Email Not Working

Information in this document applies to any platform.
When the address is changed in Personal Data and a state is changed, the system sends email. For some transactions, but not all, the email does not contain a subject or body.
1. Navigate to Workforce Administration > Personal Information > Modify a Person. Enter search data for any employee.
2. When an employee record is displayed, go to Contact Information tab.
3. Insert a new row with a new address in a different state.
4. Check email, and note that sometimes the email contains no subject or body.
Due to this issue, some email notifications do not provide useful information.
