Symptoms

Empty PERS_EMERGNCY_CONTACT_SYNC message produced by Page SCC_EMERG_CNTCT1

Even with the fix in place for Bug 17575887 - PERS_EMERGNCY_CONTACT_SYNC ERRORS WITH EMPLID IS BLANK which was fixed in bundle 34, there are times when a blank PERS_EMERGNCY_CONTACT_SYNC messages is sent. This occurs when a row is added, but not saved and then deleted.

ERROR

Error is on the HR side only: EMPLID is blank in first row of emergency contacts record EMERGENCY_CNTCT

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Campus Community -> Personal Information -> Biographical -> Emergency Contact. Bring up person and add some details but do not save.
2. Click on delete to delete the row and hit save. This creates an empty message which ends up failing on the HR database.
