E-PIA: DEFAULT_THEME_TANGERINE_ALT theme not getting reflected when creating a new url with a new sitename. (Doc ID 1984136.1)

Symptoms

1.Create new site name with different url other than the existing site name.
2.Login into PIA with the new url.
3.Navigate to Peopletools -> Portal -> Branding -> Branding System Options.
4.Change the Default Branding Theme to DEFAULT_THEME_TANGERINE_ALT. Click on Save.
5.Logout and login.
6.Headers, Logos will be missing. It works perfectly fine in the actual url.

When you check the URLs for the missing headers/logo images, you'll see the images in the DEFAULT_THEME_TANGERINE_ALT and PTNUI_PINTO_CSS still refer to files in the cache folder of the old site name instead of the new site name.  A Fiddler or HTTP Header/Network Trace will show those requests to end up with a 403 Forbidden error, as they point to the cache directory of the old site.
