When Applying Object Delta Change Package created from a PeopleSoft Update Manager (PUM) Image delivered with Tools 8.54.05,

if the Target's PeopleTools version is 8.54.08, should the Change Assistant version 8.54.08 be used to apply the change package,

or should the Change Assistant version 8.54.05 be used instead?
