EGL 9.1+ Workflow Approval Creates Duplicates Stage Numbers When a Stage Has Been Deleted From An Existing Stage

We have an inactive workflow approval process used as the basis of our active workflow approval for GLJournalApproval with 29 rows of data. The last row has stage number 300. When we go into correct history mode, click Last to get to the last row of data which has Stage Number 300, and click the "+" sign on the bottom of the page, the new row shows Stage Number 300 again. When we look in criteria, the stage 300 criteria is replicated on row 30. If we change the stage number and criteria manually it updates the criteria on Stage Number 300 in row 29.
The issue can be reproduced at will with the following steps:
1. Navigate to Enterprise Components > Approvals > Approvals > Approval Process Setup. Add a new Definition ID for Process ID GLJournalApproval.
2. Create 5 stages. This would mean you have 5 rows of data and stage # would be 1, 20, 30, 40 and 50.
3. Now delete the third row. This would mean you have 4 rows of data and stage # would be 1, 20, 40 and 50.
4. Save the page.
5. Add another stage at the end. Notice that the last stage number did not increment by 10. It stayed at 50.
