E-FTP: SFTP Connection Giving "Failure establishing ssh session" When Using CTR Ciphers (Doc ID 1986650.1)

Symptoms

 When trying to SFTP files to a SFTP server from a PeopleSoft application, the transfer will fail. The PeopleCode trace file shows:  "FTP library Error code :  2 - Failed initialization"

The FILETRANSFER log will show this error: "curl: (2) Failure establishing ssh session".
