E-IB: Pinging external node results in External System Contact error (Doc ID 1986957.1)

Symptoms

On : PeopleTools 8.53

ISSUE STATEMENT
---------------
After creating a new external node, an error is received when attempting to ping the node
 
ERROR
---------------
LOCAL HTTPTARGET http://www.treasury.gov/ofac/downloads/sdn.xml Integration Gateway: No response received from Gateway (158,10829)
 
STEPS
---------------
The issue can be reproduced with the following steps:
1. Create a new External node by Navigating to PeopleTools > Integration Broker > Integration Setup > Nodes > Add a New Value
2. Enter the information for the third party in the Connector tab
3. Save the Node and ping
4. Receive error
