EAP: Match Exception Workflow Notification process does not generate Email Messages For All Exceptions (Doc ID 1987990.1)

Symptoms

Match Exception Workflow Notification process does not generate Email messages for all Exceptions  

STEPS:
1. Create a Purchase Order (PO) that requires a Receipt
2. Create a Voucher by copying the PO
3. Run Matching and the Match Exceptions Workflow/Email Notification process
 
Voucher has Match Exceptions RULE_R500 and RULE_R950. However, the Match Exception email notification is sent for RULE_R950 alone.
