When trying to add new VAT Authority codes, codes being added are being rejected as the code is used as a State Tax Authority. The values for both Sales Tax Authority and VAT Authority are held on the same table TAX_AUTH_HDR with the key's of SetID and TAX_AUTHORITY_CD. This setup complicates matters for organizations who use PeopleSoft in a global format.
If you are adding a new VAT Authority that is not already listed on the TAX_AUTH_HDR table with a TAX_CD_TYPE "V" the value should be accepted. This would enable both the sales tax and VAT authorities to use similar format with an added table key on the TAX_CD_TYPE. Or storing the VAT and Sale Tax Authority code values on unique table for the Sale Tax and VAT
