Requisition Workflow (AWE) is Restarted when Pending Requisition is Edited by Approver with Role Action of CANCHANGEALL (Doc ID 1990934.1)

Symptoms

Approval workflow (AWE) is being retriggered/reinitialized even though the approvers in the workflow chain have the delivered role action of CANCHANGEALL which specifically states that the approver can make any change on the requisition without retriggering approvals.

Steps to Reproduce the Issue:
1) Navigate to approval page as approver with CANCHANGEALL role action.
2) Click the Edit Requisition button.
3) Edit the requisition.
4) Save & Submit the requisition into workflow. Workflow is now re-initialized.

Note: The functionality works on Image 7 however, when packages from Image 9 were applied to resolve other issues, the workflow began retriggering.
