ISSUE
---------

There are multiple issues with the COBOL runtime environment.

1. The PTPDBTST Cobol test program ends in error when run on the Process Scheduler from the DOS command, and displays the following pop-up error message:

  PTPDBTST.exe - Application Error
  The application was unable to start correctly (0xc000007b). Click OK to close the application.

2. The PeopleTools Remote Call Test ends in error, and displays the following pop-up error message:

COBOL Program PTPNTEST aborted (2,-1) FUNCLIB_UTIL.RC_TEST_PB.FieldChange PCPC:2151 Statement:26

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. PTPDBTST error scenario.
 A) Open a new DOS session on the Windows machine.
 B) CD to the PS_HOME\cblbina directory.
 C) At the prompt, type in PTPDBTST and press enter.
 D) Note display of above error message.

2. PeopleTools remote Call test error scenario.
A) PeopleTools > Utilities > Debug > PeopleTools Test Utilities.
B) Press the Remote Call Test button
C) Note display of error message above.
