E-QR: "Client Setup in Configuration Manager is not Properly Set Up" Error Attempted to Save Excel in Windows Query

The following error displays in Windows Query attempting to save excel results:

"Client Setup in Configuration Manager is not properly set up. (50,40)"
The issue can be reproduced with the following steps:
1. Application Designer > Go Query
2. File > Open > <Query Name>
3. Click on the Run to Excel icon
4. Save the results
