Smart HR Request Template Security does not Work when User Rowsecclass is Blank

Smart HR Request template security does not work when the user rowsecclass is blank
When Smart HR / Template-Based Hire is setup, the Smart HR requester does not find the template if their row security class is blank.
The issue can be reproduced at will with the following steps:
1. Log into PIA.
2. Navigate to "Main Menu > Manager Self Service > Job and Personal Information > Smart HR Template > Smart HR Transactions"
3. Click on the 'Select Template' prompt
Due to this issue, users cannot perform the Smart HR Transactions, if his User ID has a blank rowsecclass.
