TL_TR_STATUS not updated as expected when an absence is approved on the Timesheet with a begin date AFTER the EARLIEST_CHGDT.

The expectation was for the TA_STATUS to flip to ‘Y’ and keep the existing EARLIEST_CHGDT.

1. Find employee with TA_STATUS set to ‘N’ and a past ECD = 1/5/15. Employee is a positive time reporter, so TA_STATUS sets to ‘N’ and ECD is beginning of the next week after Time Admin process through current week.
2. Manager enters and approves an absence on the timesheet grid via MSS for the days 1/28 - 1/30/15
3. Review TL_TR_STATUS after the absence has been approved. ECD advances to absence begin date 1/28 rather than keeping the existing ECD.

Due to this issue, because the time from 1/5 - 1/27 is not getting processed by TimeAdmin, the holiday DUR on 1/19/15 won't be processed and granted for the employee.
