Does form and approval builder offer a solution for restricting form access to limit the requester population, or do all system users get access to all forms?

For example, the following two processes have been created:

Form 1 - where all employees are eligible to request
Form 2 - where only managers are eligible to request

Instead of using the delivered FORM_USER role, we would want to have separate roles for employees and managers. However, both roles would have to map to the same permission list since that is assigned by the Wizard. Even if we use custom permission lists, they still all map to the same component. Only the CREF definition contains unique information about the form definition.
